Hopaal was founded in Biarritz, on France's Basque coast, by two surfers, Clement Maulave and Mathieu Couacault, with sources placing the founding in either 2016 or 2017. The company set out to build a clothing line around minimizing environmental impact, using recycled organic cotton, recycled polyester and other recycled waste materials, with production kept within France. Maulave chose to base the company in Biarritz with support from Basque Invest, a regional body focused on the circular economy in the French Basque Country. Hopaal is a small operation, reported at around seven employees.
